Virtuous
The aggregate happiness of society, which is best promoted by the practice of a virtuous policy, is, or ought to be, the end of all Government.
Encourage all your virtuous dispositions, and exercise them whenever an opportunity arises, being assured that they will gain strength by exercise, as a limb of the body does, and that exercise will make them habitual.
[O]nly a virtuous people are capable of freedom. As nations become corrupt and vicious, they have more need of masters.
While the people are virtuous they cannot be subdued; but when once they lose their virtue then will be ready to surrender their liberties to the first external or internal invader.
